Electronic invoicing: what changes for small businesses and freelancers (2026-2027)
Small business, micro-business, freelancer: yes, you are concerned by electronic invoicing. What changes, the timeline, the VAT-exemption case and where to start, by La Homline.
Am I concerned?
The answer is simple: yes. France’s electronic invoicing reform applies to every company established in France and subject to VAT, whatever its size. Small businesses, micro-businesses and freelancers (sole traders) are no exception.
Many small-business owners wrongly assume the reform only targets large companies. It doesn’t: if you invoice other professionals (B2B), you will have to issue your invoices in electronic format. And even if you only sell to consumers, you will be concerned by the e-reporting component. For the full picture, see our guide to electronic invoicing 2026.
What actually changes
For a small structure, three habits will have to evolve:
- No more PDF by e-mail. An invoice sent as an e-mail attachment will no longer be compliant between professionals. It must be issued in a structured format (Factur-X, UBL or CII) and travel through an accredited platform.
- Receiving changes too. Your suppliers will send you electronic invoices: you must be able to receive them through a platform, even if you issue few.
- Mandatory information expands. Your customer’s business registration number, delivery address, transaction type (goods/services) and VAT payment option become mandatory.
The good news: once the tool is in place, invoicing becomes faster, reminders are automated and VAT is pre-filled. Many small businesses gain administrative time.
The timeline that applies to you
| Deadline | What you must do |
|---|---|
| 1 September 2026 | Be able to receive an electronic invoice (mandatory for all companies, including the smallest). |
| 1 September 2027 | Be able to issue your invoices in electronic format (deadline specific to small businesses, SMEs and micro-businesses). |
Note: if one of your customers is a large company or a mid-cap, it may request electronic invoices from you as early as 2026. The full timeline is in our article “Where do we stand? The deadlines up to date”.
The VAT-exempt (franchise en base) case
“I’m a sole trader under the VAT-exemption scheme, I don’t charge VAT: am I still concerned?” It’s the most frequent question, and the answer deserves nuance:
Even VAT-exempt, you must be able to receive your suppliers’ electronic invoices from 2026.
Your B2B invoices must be electronic. The “VAT not applicable” mention stays, but in a structured format.
In other words: the VAT-exemption scheme frees you from charging VAT, not from switching to electronic invoicing.
How much will it cost?
This is small businesses’ number-one worry. In practice the cost stays moderate and is often lower than the administrative time saved:
- Many accredited platforms offer entry-level plans suited to low volumes (a few euros a month, sometimes with free tiers below a certain number of invoices).
- If you already use invoicing or accounting software, your vendor will very likely offer a connection to an accredited platform.
- The real hidden cost is the wrong choice: a poorly integrated solution that forces you to re-key. Hence the importance of choosing well — see our article on choosing your platform.
